    Again, no clue what she is saying:

    3rd Panel: あのひは 今も きっと 泣いているだろうから

    My guess is that "She would be crying even to this day."

    4th Panel: 諸事情あつてな叶わないのだ頼んだぞ

    My guess are- as always shots in the dark- and I don't know what to meaning of the bubble in the 4th panel. Figured this might as at least help who ever translates this.

    That's あのひとは, which is "this person"; 泣いている is the present progressive of 泣く, "to cry", which fits with 今も きっと ("even now, definitely"), and we get the proper translation.

    The next sentence is quite a bit harder, given that 諸事情 only shows up in my dictionaries as 諸事 and 事情 separately, and the meaning of 叶う being used here is a rather uncommon one, but what I've put now is close enough to correct, for a line like this that doesn't carry a great deal of plot weight.
