I must admit, I am amazed this isn't fully translated. Back when it updated more regularly, it seemed to get translated about as fast as "Hang in there, Kogasa-san" does now.

It's an anime cliche. The love interest is late, so she sticks a piece of toast in her mouth (to eat on the way as breakfast), grabs her stuff, and runs down the sidewalk to wherever. The main character (who is often also in a hurry, though not always) is moving along in another direction, and they reach the same corner at the same time and crash into each other. Accidental flashing and landing in awkward positions are common results (as Meiling and Reisen will allude to on the next page). Characters who meet this way will almost inevitably fall in love by the end of the series.

Anyway, it's anime's version of "Meet Cute", which is a literary device used to introduce two characters as romantic partners without having to give the backstory of an existing relationship, or having to go through all the work of making a more involved plot-related reason to put the two characters together and into conflict.

Simply have two characters crash headlong into each other when they first meet, so that they start off on antagonistic terms (which is why they zero in on talking to one another instead of anyone else in their class), and you can evolve their arguments into slap-slap-kiss romance at your leisure.

It's worth noting this entire setup is pointless if they've already met, because the whole thing revolves around the notion of a chance meeting being the foundation of their relationship - crashing two people who already have a relationship together means nothing.
