Well he DID know the previous Hakurei maiden and Yukari was probably young at that time, although I'm not sure about Tokiko being at that timeline

Read CoLA. Met Yukari when she was still a kid. Fanfic also says he knew Reimu's predecessor and her predecessor's predecessor (based on Asamura Hiori's version)

No, he didn't, and fanfics don't matter when talking canon.

Well he did say that he knew the previous Hakurei descendant:

"It is also said that he knows about the previous Hakurei descendant, as well as the establishment of Hakurei Shrine and its purpose. " -Touhou wiki on CoLA

Other than that, everything else is speculation as to whether or not he had any working relationship with previous Hakurei descendant.

People are confused of Yukari's appearance on CoLA. It wasn't because she was "young" on CoLA but the just the artist's drawing style.
