Well, we dont know that for sure, but its most likely, as Ionioi Hetairoi summons all the persons who fought along him, but doesnt specify era or time. About the other two, well, just other heroes that Iskander knew in his life (?)
@Garrus how so? Waver can't become a servant. The only similarity the two characters share is the hair.

FGO has him summoned as a fusion with Zhuge Liang, so not entirely true, even excluding that the nature of Ionian Hetairou likely makes that irrelevant. Also, the art of the character is identical to that of Lord El-Melloi II. Gen the Butcher may not have confirmed it as the story writer, but the animators and character designers evidently chose to do so through their work.
That's unfortunate. To show an adult Waver among the Hetairou would have been epic poetry.
I don't think that would ever work. Even if Nasuverse's 'rule' could always be bent and there's exception for anything, you can't 'add' things to a Servant's Noble Phantasm, because it was the crystallization of their very being, their history and life. Say you wanted to make Waver as one of the soldiers in Hetairou; that means you need Waver to exist in the same time as Alexander the original, not the Heroic Spirit; since it's already explained in El Melloi series that once a Servant went back to Throne of Heroes, they lost any and every memories of their summoning since the 'summon' doesn't really call the hero itself, just a split copy that resembles the hero. That would mean Alexander's interaction with Waver is moot, hence why he can't be into Hetairou.
