Hmm.. No.

This is both a touhou and an original character. It's under the tag "東方オリキャラ" which means "Touhou Original" in case you don't know.

It's also tagged Morichika_Rinnosuke hence a mixed tag, not a specific.

It doesn't really matter since the guy looks suspiciously like Rinnosuke which would necessitate a touhou tag on this.
