Not really, the ideals are still the same it's simply that unlike Archer/Shirou he's taking a more realistic (if cynical) stance to them. It's simply impossible to become a "True Hero of Justice" and save everyone.
Justice is different for individuals and for Kiritsugu it's to save the many and sacrificing the some. Even he had considered all the "Justice" he had done to be some very regrettable and thought that his life is worthless.
