That guy looks a Striker from the game Oni.

Oni was a good game, but they sort of stole a few things. The protagonist and her commander are a pretty blatant homage to Ghost in the Shell as well.

To be fair, that was kind of the main selling point of that game.

I didn't mean to say it was necessarily a bad thing, but it's a bit backwards to claim the original looks like the derivative.
