Right, and danmaku duels totally don't involve a bajillion projectiles that may as well be a firing division with automatics. You make it sound like that kind of inhuman bullshit never happened before in fiction. Why so serious?
What they should be doing is readying some tear gas or something of that nature to scatter around the area. Even if it isn't enough to neutralize her, it should at least slow her down a bit when it comes to time between slashes or force her to take to the air (likely leaving her quite vulnerable to some gunfire). Kinda hard to focus on the task at hand when your eyes feel like you've been cutting onions nonstop for the past half-hour or you likely don't have a place to land to avoid having that happen.
That and prepare a marksman to snipe her off-guard if it comes down to that. As fast as she may be, she won't be able to dodge something she won't know is coming until well after it's hit her.

While that is there best bet, unless she isn't willing to kill them, they don't stand a chance. She'd probably move through the gas too fast for it to effect her, or simply blow it away with her impossible sword skills.
Let's also not forget she isn't entirely human, so who knows to what extent it would effect her.

Maybe it's because Youmu is usually depicted to be much slower in fanart? Maybe it's just me, but I rarely ever see her exploit her speed to her advantage in fanart to the point I think the fanartists actually forgot she has it.

I forget who did the math, but that spellcard puts Youmu's estimated max sprint at 3% the speed of light. At those speeds, snipers and gas aren't gonna cut it. And if she brought friends... well, that's checkmate, because Marisa is a WMD on legs, and Reimu brings a completely different can of worms into play. Nevermind Sakuya...
