The marking in question does not belong to any one craftworld, it is a regular Eldar rune (speaking of which, Ulthwé has an eye with a tear as a marking). Going by the armor... I would say Biel-Tan. Green/white are the common Biel-Tan colors.

Of course, with the red there it could also be a unique color scheme of the artists own craftworld.
