Like with Red %150's fights, I don't think you can call it a dirty move when the one side outright says "Hey, you can do whatever you want, go nuts" beforehand.
To me, this is like Suwako saying "Your honor is stupid, this is a war." Really, Shou got off lightly compared to before when she literally let Utsuho smash her despite the obvious danger.
I see the alternative view though that Suwako was geninuely attempting to do the most damage possible with a single blow, but I suppose that she could have done more harm than that and that an eye jab while very painful will only blind your opponent in one eye.

if it was Byakuren, sure. Shou? Not so much as Suwako has the power advantage and let's not forget the time she practically broke Meiling's neck with one of her blows. She survived and was on her feet but considerable damage was done.
