It IS Iku. My guess that its either a drawing mistake or it was intended for her to be short.

At this point, if he'd been drawing without the steam this whole series, I think it'd honestly be less titillating. If they're just bathing naturally all the time, you'd stop caring, but the power of the imagination makes it seem more risque than it actually is.

I wonder if that's his intention.
