Ika doesn't really come to mind when I think of the sea, though. She goes native so fast, and we rarely see any of the sea at all. Plenty of other shows come to mind first, like One Piece and even Future Boy Conan, where the sea actually plays a more focused role than just being name dropped.
I think it's a hard choice between Tico and Triton. Tico is World Masterpiece Theater with Megumi, and Triton is classic Tezuka. I'm giving the edge to Tico (even if it wasn't technically a "World Masterpiece"), because I have a Tico poster (so I remember it more often than the others).
