At the same time, taunting to unlucky Admirals(myself included). Out of the four Kongou sisters she seems to be the hardest to obtain, whether through crafting or drops. Especially more so that you need to complete the lineup to unlock the 4th fleet.
Though I guess it really depends on the admiral. For some Hiei, Kirishima or even Kongou are rare for them. It's just that I tend to hear most lament over not getting Haruna.
