I could be wrong, but I think it's a metaphor indicating that the admiral was having a lot of trouble getting/staying logged into the game that day. (Hence the strip a bit back, where the cats first appear, in which he's very late getting in and Kongou was worrying that he wouldn't come at all.)

and from this strip i think i can guess that the admiral is making Kongou into mk2(if 1 would notice the difference on Kongou)but the cat cause the admiral to miss it by biting the "line" (lag or refresh) in a previous strip.
