I checked out the Darker Than Black tag a bit and did a quick GIS, and this character does resemble someone named "Havoc," but I'm pretty sure this is original.
The title on pixiv is just "dansa." A random dancer, I guess.
On an unrelated topic: how do you classify what she's wearing on her hips? It's about half way between a skirt, a loincloth, and a waist cape.
