Actually the sexualization of human female Pokemon characters has been around since the series first became an anime. Misty(Kasumi) and Jesse(Musashi) had huge amounts of sexual or fan-service fanart. but to your question about May(Haruka) and Rosa(Mei)...I honestly have no idea. Mei especially remember having a fairly small bust while Haruka seem to had a fairly average sized bust especially compared to the actual big breasted characters. Though, I'll admit I'm a fan of the bigger sized Haruka myself lol. Hilda(Touka) though.....I'm even more lost on why the wide hips.

For Hilda, the artwork on the one hand shows her with a modest chest and normal hips. Ingame, on the other hand, when she throws a pokeball, she bends forward, showing what she has. That's why people draw her often this way. I'm sure you can find it somewhere in the internet.

Another strange thing I wonder about the Pokemon fandom, is why is Dawn, and Cynthia paired together so often? Dawn is about 10(13, if you consider the game's cannon), and I have to guess that Cynthia is in her late 20's, so why are these two put in a homosexual relationship among the fans? Nothing wrong with being gay, I just found that pairing to be extremely random.
Also, Cynthia needs to appear in another pokemon game, along with Prof. Oak!

Well, people want shipping. But who can be on one level with Shirona? Normally, the male protagonist (Kouki) would take the part for this but cause of his lack of presence he was not the best choice. Same for the elite four, by the way. But Hikari... And Shirona was interested in her skills during the game.
Shirona and Oak already had their cameos in later games. Maybe it's time for someone else? The more cameos the better!
