Hmm... I'm kind of thinking it might be Marisa (messy blonde? hair. Seems a bit short compared to how she usually appears, but could be she just put it up while in the hot spring). No one else really comes to mind/looks right for it to be them.

Momiji is a possibility, they seem to have ears visible in the last panel.
