That's like saying that NASA is a bunch of hacks because the lift is performed by the rocket fuel, and piloted by others, not the scientists, themselves. The plywood-and-duct-tape moomin house was made capable of flying through space together purely by her magic, and the cloth was merely a focus used in conjunction with the spells for navigational purposes. Reimu was just channel for the rocket fuel, and she wouldn't even have had the idea to summon the navigation gods without Patchy telling her. (The whole point of the showdown with the moon princesses was to show how lazy Reimu was being in studying up on her gods and goddesses.)
