    Apart from the comic title, I think the words "kuso teitoku" have not appeared anywhere in the text of the comic panels. Shino has concocted a series of scenarios where Akebono ends up wanting very, very badly to scream "You shitty admiral!" at the top of her lungs.

    (I dunno if you could say he was never actually shitty - sending a destroyer on a cruiser/battleship-level mission was kind of a dick move, no matter how much she have may have boasted about it before, or if her specs, other than bust size, may have been up to the job.)

    Edit: I actually have no idea how Kancolle gameplay mechanics treat having a destroyer in a cruiser/BB/carrier fleet. It may have been that the whole thing was just a bust-size joke to begin with.

    "Kuso Teitaku" is how Akebono always refers to the player in-game. It is, basically, the one thing about her that makes her stand out, since a lot of the early destroyers are pretty bland in their lines, and have the same stats. (Upgrade line 2: "Using upgrade as an excuse, you really just want to see my naked body, don't you, you shitty Admiral!" Winning MVP line: "Major victory! Be thankful, you shitty Admiral♪")

    As stated, it's not that the Admiral is shitty so much as it's how Akebono reacts to him. ("How dare that shitty admiral embarrass me so!")

    Also, there are several good situations to have destroyers in the same main fleet with battleships or carriers. Mostly, destroyers will help you find specific paths or avoid really bad ones, (This is just an arbitrary thing - you need a fleet composition that meets arbitrary criteria, or you can't fight the boss, and you waste your resources. Although you usually need at least 2 destroyers for those arbitrary requirements.) Also, destroyers, light cruisers, and seaplane tenders/light carriers with the proper planes are the only ships that can fight against submarines. If either of those things were a real priority, though, it's probable Shitty T would have put another destroyer or light cruiser in. One DD isn't likely to fight off a serious sub threat on her own.

    A destroyer with max stats, though, can do enough damage if kitted out well to at least recommend her over a mid-level heavy cruiser, though, especially in night battles (which are mandatory in later maps), since those massively up dodging (which DDs are best at) and DDs can make good use of cut-ins to torpedo enemy ships. In map 3-2, you're basically required to take 6 DDs up against battleships, so they're not worthless, just really vulnerable to an unlucky roll. (Might help to make her flagship, but then, you're risking the carriers.)

    That said, Akebono is not the best DD. Everyone in the Fubuki class and its spin-offs has the same bland stats except Verniy. Shimakaze, Yukikaze, Shigure, Yuudachi, Verniy, and Amatsukaze have better stats in every field, or at least stats on par with everyone else. The Mutsuki class (like Satsuki from Destroyer's Destiny) have the worst stats for a non-transport in the game, but also low upkeep.

    Especially the doggies. Ridiculous firepower. Kinda squishy though, but then again so are most DDs.
