I think the Admiral didn't bother to tell Shoukaku that Zuikaku didn't have virginity left to preserve. (Probably because he didn't want to reveal what those glasses do - the girls would probably kill him justifiably for prying into their personal lives like that.) Perhaps the admiral just figured he'd let Shoukaku continue to be abused/raped because she's "used goods" already, anyway.

(Although it seems pretty absurd that the navy or even a lone carrier can't just murder the thugs...)

You mean the part where she's talking about her sister, (whom, if her story is true, is someone she loves enough to sacrifice a great deal for,) and wasn't thinking about the men she was sleeping with? It's reasonable to expect she was capable of putting up a happy facade.

Besides, this is Masara, so "hideously depressing for the audience and sadistic towards the characters" tends to be par for the course. That's she's simply lying and actually enjoys it is both too (relatively) mundane, and deflates some of the later jokes with girls like Haruna by just being repeats, anyway. Plus, it would make the admiral seem like less of a dickless asshole for doing nothing about it if there wasn't anything that needed doing.

In a bit sad side, the"thugs" are usually other admiral, and being a ship, I think most of them won't do/ can't do anything that will directly hurt the admiral (physically/mentally?). Even Akebono isn't that harsh at her word, just like a little spoiled child who want to be spoiled even more.
