It's at least as likely the other way around, since Nagato and Tenryuu never really get what they want.

Possibly, Nagato, who doesn't seem to care about puchis much, may get excited about NoH, and then realize "ugh... not actually a destroyer" and give up on her, cementing her as explicitly destroyer-sexual in this comic.

Nagato tends to like the smaller sized girls, as Mutsu, Yamato and Musashi were put into a smaller frame and she fell in love with them. Unclear if they were turned into canon destroyers, as Hyuuga (or Ise, forget which) called them the "Loli Aviation Battleships". So I think Nagamon would steal NOH in a heartbeat if she could.
