Is she a past event full clear reward?

Don't think so, maybe she is a rare destroyer drop that almost never drops?

OK seriously though, she rarely drops for me. Even Kaminari drops more than her.

I kind of regret not choosing her as my starting ship because despite getting all other 4, Fubuki never dropped for me... =w=;

Were you actually gonna keep her or are you just trying to fill up your info book? The only one of the starters I was honestly going to keep was Inazuma simply because she's part of the Akatsuki sister group.

Really? There was one time when I was on A-Go run, I got about 8 of her before having to relieve those not needed. By the way, I keep all 5 of starter ships. Well, I intend to, as I always turn Sazanami into resources by mistake.
