For all intents and purposes, "poor sense of direction" in anime can be confused for, "has access to a TARDIS." They simply wind up wherever the narrator finds it most convenient/humorous for them to be. It's basically just turning the plausibility setting to where they wind up to "OFF".

Either she was being dragged there by someone else, or she was actually just trying to go to the store, and wound up at the naval base. (Or, since she couldn't be introduced without having her show up there, authorial fiat declared it so, now stop thinking about it, or you lose!)
