I'm removing this from "Good Work, Admiral," as the Admiral didn't actually (apparently) DO anything. There's no evidence Yuudachi didn't jump in on her own while the Admiral just hung back.

Judging from him noticing Houshou rubbing her shoulders in the first panel, and his and Nagato's dialogue in the last panel, it seems very strongly implied that he deliberately had Yuudachi go in there just so she would notice the issue on her own and do the shoulder message on her own initiative.
