My memory of that is Narue no Sekai Haruna, the human form of a deserting starship, threatened to commit suicide with a ladle rather than be taken back to the front line. Worth repeating, she's a spaceship.
Gave a try even though I'm not proficient in japanese. Used a dictionnary and sometimes deduced by the sound of the words(as using the kanji's meaning sometimes seemed awkward), not sure if it's accurate but I think it's close to what she says(god bless hearing so much japanese in anime to get basic vocab). Please check and correct if necessary! I transcribed the text as "Teitoku no tabemono wa katteguchi ni oitemasu yo. Kyou wa haiterunode sore ijou wa chikazukanaide kudasai ne?", not sure if that was correct. (especially the "haiterunode", the original kanji alone was "kutsu" but with other kanji it seemed to be read "ha" and haiteru/enter made more sense than kutsuiteru. Kutsu was about footwear, and it doesn't make sense to me here)
Though I don't get why she flips her skirt while saying that. Maybe another weapon she's trying to grab with her left hand like suggested but given her long skirt and how high she lift it it doesn't seem very practical, she'd usually have a strap on her thigh for that..
Edit: wait, I just realized my mistake by trying to romajize the commentary and remembering something. Nothing about entering, I was completely wrong, I'm correcting my translation, it was haiteru/wear. Just remembered some PV about touhou where a girl says Pantsu haitemasen/I'm not wearing panties.
So Mamiya is showing she's wearing panties to the admiral. Maybe he tried to check if she was wearing any(or what colour they were) before so now she tells him and threaten him to not try to sexually harass her?
