For all her Akagi worship, it's always Kongou that Fubuki ends up crying on whenever she's an emotional wreck.
Because Akagi is like a god to Fubuki. You don't "Bother" your God Senpai with your little troubles. Fubuki's image of Kongou was already shattered in episode 4 so it's made Kongou seem more down to earth compared to "Perfect" Akagi.
