Houshou here is being unreasonable, runnng in despite her age and not having confidence in her girls. Also, war isn't some fun game. What is the point of having soldiers that can't even fight and survive. We have to weed out the useless from the useful if we are to protect the people.

By killing them? You weed out the useless in basic training. You don't send recruits on suicide missions to see who survives.

If the admiral had been correct in his assessment of Akagi and Kaga's capabilities relative to the anticipated enemy force, you'd have a point. Houshou believes otherwise, and ultimately the higher-ups agreed, especially because it seems this admiral had a history of mismanagement that will come to light as a result of this incident.
