Long story short, the submarine tender that would eventually become the Shouhou (the Tsurugizaki) was built before the submarine tender that would become the Zuihou (Takasaki). However, the Zuihou was actually converted into an aircraft carrier before the Shouhou was. So depending on how you look at it, they're both the older sister and the younger sister at the same time
