From the way the bubble's spoken, it doesn't feel like it's Kongou. She normally ends her sentences with DESU or NE; or has some form of gratuitous English.

The latter (Akagi Shigeru) is a legendary gambler in the Fukumoto-sensei's manga (plural), Akagi and Ten. Hence the "double or nothing" line.
