It was never really explained what it refers to in-game. Starting from Spring 2014 event, Boss-type abyssals tend to have lines that are rather filled with sorrow. For many of them, it is as if they were turned into abyssals against their will and develops longing towards something from their previous life and wish to be set free from their existence as abyssals(many seems to be relieved when you sunk them).
In the case of Anchorage Water Oni, she seems to have a strong longing to be able to fly again. Two of her lines refer to it: "I can't fly... I can't fly anymore... Do you understand?... Hey..." and "Again... Within that sky... Haa... Beautiful... Great wings..."
The more recent abyssals seem to be designed more like being "ghosts", which lend themselves more towards the "corruptions" of other ships. (I.E. Warusame is the superpowered evil side of Harusame.)
Water Anchorage Oni is apparently based upon Addu Atoll, which is located in the far south of India. It was apparently a base the Japanese couldn't find for years, but it served as a muster point for the British.
Her lines probably refer to the fact that the British threatened the Japanese with their night-flight capable torpedo bombers and armored carriers.
