My thoughts exactly. Either that, or his chuuni instinct (back then) made him THINK he was doing just that.
Admibro's too old for chuuni. There's fairy out there so why not an ommyouji/summoner...

Honestly, what could be more chuuni than summoning ship-spirits in the middle of a public park? I figure your chuuni phase can last a lot longer when you actually do have access to supernatural abilities.
Anyway, looks like the last couple pages confirmed some of my speculations and invalidated others. Admibro is what I'm thinking of an "admiral candidate", someone who has a natural affinity for ship-spirits but a lack of formal training to turn him into a proper admiral. Contrary to my earlier spec, the Ooi-spirit actually is attached to the girl.
I'm still guessing that there's a formal kanmusu navy out there somewhere - and if that guess is correct, they surely must've detected Admibro's untutored summoning of Ooi, and are even now converging on these two to recruit them into the proper kanmusu/admiral training programs.
Further spec: this is all meant to correspond to how people normally become admirals in this universe: a young talented man summons a ship-spirit, it binds itself to the nearest available girl-who-can-see-fairies, and they then get recruited into the kanmusu program. The only glitch is that Ooi isn't supposed to be a starter; maybe Admibro is an exceptionally talented (but arrogant) summoner and skipped right over the normal step of summoning Fubuki, Murakumo, Sazanami, Inazuma, or Samidare?
Ooi already sees the fairies even before meeting chuu2 admibro, so that defeats the point that Admibro summoned Ooi to Ooi. I think admibro is also "chosen" or has an affinity but went far too chuu2, i.e he saw the fairies and began thinking like he is some special chosen one (believe me i have experience).
