I just assume everyone on the base is constantly watching everyone else with a sort of quantum omniscience, and when something embarrassing happens the wavefunction collapses and the appropriate person is always watching. If there is no such person, it's Aoba.

Well, to be fair, Nanoha herself is a Magical Girl Gundam... A Magical Girl Battleship seems almost like a downgrade.

(Then, of course, there's her Strike Cannon and Fortress gears ...)

Fusou does that pose and you suddenly see six dual mount turrets each packing 14 inch guns about to blast the crap out of you.
