Based on the tags from this post Looks like Kaga imitating some character named Carol Dorry from Armored Core. I don't play the game so I don't know much about the details
Carol Dorry is an AI who behaves as mission control and also something of the Chief's sidekick (Chief is also an AI btw). She's a very cool and calm character, even when she's threatening doom on the players and disparaging others for their reckless and futile efforts.
Which does sound a bit like Kaga, when one thinks about it.
