The original picture, which is actually depicting dolphins not sauries, is drawn by famous Japanese illustrator Komatsuzaki Shigeru published in a book named Naze Nani Gakushū Zukan(なぜなに学習図鑑), in 1970s. It later becomes a meme for its absurdity.
