Given the dialogue, it sounds like Katori was the one who decided to "forbid" Maso T from doing Hard Mode, knowing full well he'd enjoy getting chewed out and end up doing it anyways.
Now the real question is, did Maso T send her there to "convince" the superior to get all pissy? Or was this all of her own doing because she still wants to find Maso T's breaking point?

Katori is an uber S here that may supersede Tatsuta's "I want to kill you while smiling" so its likely she was the one who orchestrated that shit. Not that Masotoku minds since he'll welcome it with open arms.

Katori's comment about "if I were to attack you somewhere" just gives me the image of her as Inspector Clouseau's manservant, constantly leaping out of cupboards and things at the most inopportune times.
