RNG did crap to the Abyssal side too (like never hitting Yukikaze). Although in events they seem to have advantage of fighting the defensive side (no stupid branching rules).
But this Admiral did say he took many wrong choices during the mission that send them to bad branches and wasting resources (and things like him rebuilding Taihou).
... How in God's name did the Abyssal Admiral get rejected for becoming an Admiral by the Human/Shipgirl side? He came up with a devious plan, executed it almost FLAWLESSLY, and is reaping the bountiful fruits of said plan. Imagine what he could've done if was in T-head Admiral's place!

His mistakes are implied to be due to him and the other shipgirls throwing out Ooyodo and Akashi for being "useless trash", given that they all happen right after he did just that.

Simply he couldn't make an account (failed at lottery)
Not sure if they still have the lottery system but that's how it was a year ago when they didn't have as many servers up. But that's how it went for everyone, there is even a group of people that will do it for you for a 100% win.
So, question: is the lottery only for foreign/western players, or does everyone have to win a lottery to get a chance to play nowadays?
