I believe the general concensus is that original character tags are only really necessary if you don't have to just punch in the artist's name and "admiral", which means when there are multiple admirals or else other artists are drawing that character.

Sakurako got a tag as soon as she had a name, even before she was drawn by other artists. Though perhaps we should have waited for a crossover artist.

That said, you could codify the Sakurako precedent as follows: a fan admiral can get their own tag if he or she (a) is given a name, AND (b) has a well-defined enough characterization to merit a reasonably comprehensive wiki article for their tag. This would, of course, imply that anyone who creates such a tag should be expected to actually write said wiki article.

I looked it up, and apparently "clowder" is an archaic variant of "clutter". It's especially appropriate in this image.

...on another note, what should be the collective noun for puchis? Not "fleet", that only applies to the kanmusu puchis in this series, and it really ought to be applicable to the original Idolmaster puchis.
