That's subjective. As far as I can tell, it's all down to looking young and thus innocent. Just like big wide eyes (ala the eyelash-mounted LEDs) and the trend of standing pigeon-toed.

That's why it looks good in 2D. Thinking everything should be good in real life to be able to appreciate it in fiction form is wrong from the starting point.

I actually feel the same way towards ganguro. In 3D it just looks ugly as hell since it just looks so unnatural most of the time, but in 2D it looks perfect, although some characters pull it off better than others.
