It's factually incorrect. The Yukikaze depicted here was laid down 9 years after the war ended, not decades later. And she wasn't the first in number or the first to be commissioned, that goes the lead ship of the class Harukaze DD-101. Ah, there's a mistake with the translation. "十数年" should be "ten-odd years", not several decades.

Also, you're right that the new Yukikaze was neither the lead ship of her class, nor was she the first to be commissioned, and work on her started and ended later than Harukaze. However she was launched a month earlier than her sister ship. It could be that the author had either preferred to use the launch date instead or had mistaken the launch date for the date of commission or the date construction had completed. Or, s/he might be decided to ignore Harukaze here to make the story more emotional ;P
