Is this really making fun of Ryuujou's chest? It looks like its making fun of her metal cap and the other two girls' huge tits. In fact, RJ looks happy with her advantage at first.
I think it does belong, since the joke is about RJ's (lack of) breasts. The fact that she isn't the butt of the joke shouldn't matter.
But that's directly in the pool description.
"Any and all jokes/cheap shots about Ryuujou's lack of breasts." The rest of the description all implies negative jokes and such.
This isn't anything negative about her chest. It's not even a joke about her chest at all. It's a positive spin on her chest, with the joke being karma/the lack of her own awareness.
Pretty sure if this was only the first frame it'd have easily qualified for the pool and no one would have argued otherwise, so the presence of the second panel imo shouldn't change that at all.

Not a joke about her bust, and yet it's showing all the other girls immediately losing because they have a large bust? I'm just going to have to disagree in your reading into this whole thing. The whole first panel is deliberately drawing attention to RJ's lack of a bust and having fun with that. Just because she's not dejected about it, doesn't mean the joke isn't the same.
