This place gives off the vibe of a mental institution and in some ways it is. It's the only place the ship girls can live since their "normal" lives are different than that of a human.

Have you ever wondered where the hundreds of scrapped shipgirls go? They lack many of the everyday skills to live a normal life, and may not have any marketable skills in the current era. Not to mention there are going to be heaps of people that want to exploit them now that they can't really defend themselves without their rigging. And most of them are underage.

Since I am not fond of grimdark, my headcanon is that they get housing and education in an area adjoining my naval base until they are ready to head into society, or join the military support arm in some capacity (god knows the shipgirls could use some psychiatrists and counsellors).
