Now that you mention it, yeah. I don't think the artist had a grasp on how over-the-boot tights work.

Not to mention how long limbs should be. Her legs are already on the long side and those arms would put her hands halfway between her pelvis and knees at an idle stand.

Actually no. There really are flesh-tone tights that cover both the leg and skate. Supposed to give the impression of dancing barefoot on ice. You can even see the seem running down the back of her leg. Excellent detail.
