Personally I think the joke is dumb and has gone stale, but I'll give Aki a pass since it's effectively a plot point in Life of Maid.

Plus I think this Sakuya has enough mass even without the pads to pull off the Cat Bra.

Survive long enough and it becomes a tradition, makes it even harder to die. Anime/Manga seems to be good at keeping many of these kinds of things alive long enough to make them into some sort of tradition.

Yeah, it's pretty much a dead meme by now.

It has already been shown to be a canon thing in Life of Maid though, so it's fair enough in this case.
