Have to check to see this and nope, they aren't voiced by the same seiyuu. Hibiki's seiyuu is Suzaki Aya and Mako's seiyuu is Iguchi Yuka.

No, Mako is Kaga, Atago, and Takao.

But Hibiki's calm manner is nothing like the rest of her squadron. More Mako-like.

A lot of the time, Mako isn't so much calm as semiconscious. :)

No, Mako is Kaga. But Atago-class, and Kongou-class are DEEESU (Touyama Nao).

As mentioned above, Atago and Kongou-classes are DEESU. Kaga belongs to the Wagahai, ChukuMASK, Chuuni Dragon, Trollship, Bullpup Leader, 12suzu and Kappaship group.
