Different strokes for different folks. Some people are more vocal about what they dislike than others. Although people tend to be more vocal about things they have strong opinions on as well.
I'm personally not a fan of the miniskirt and the large amount of cleavage, but that's my taste in general and isn't restricted to my opinion of just her.
In terms of overall skin exposure, I don't think it's much different from the Nagato-class' outfits. It's just the exposure of the chest area is significantly greater, while the waist is more covered.
