Wait, she calls him "Commander", so is it possible that he's Admibro's subordinate? Bookie doesn't strike me as someone that would use incorrect rank (like Yukikaze).

Fubuki calls the player "Shireikan", aka 'Commander' in the game itself, in contrast to most shipgirls who use "Teitoku", aka 'Admiral', though I know there are other shipgirls who use 'Commander' as well, like Murakumo. The one shipgirl who calls the player something different and unique though IIRC is Sazanami, who calls the player "Master".

Also, a happy Buki is best Buki, can't wait to see what her swimsuit looks like.

Nah... Bucky referred her admiral as "Commander" even in the game, some girls use different words to call her admiral

As has been talked about before, both /shireikan/ and /teitoku/ are not ranks, they are positions; they are just conventionally translated as Commander (of a fleet/taskforce/whatever) and Admiral (of a fleet - not a Fleet Admiral); often the term used by the girl depends on who they were under and what they served in (some were never part of large fleet operations, and as such would not have been under the direct command of an Admiral)

No shipgirl uses any of the terms for actual rank, either IJN or JMSDF.

Paracite provided an excellent explanation above. The Commander here just means a commanding officer, and not the naval O-5 officer rank. Think of it as the same thing you're called in most strategy games, like Red Alert (where you're called Commander despite having an actual rank ranging from lieutenant all the way to general of the army, given in the post-battle score screen) or X-COM (where you are the Commander of X-COM and are in command of Colonel-ranked soldiers despite the latter being O-6. The X-COM Commander likely holds a rank of General).

In Kancolle, that is, an IJN context, Commander/Shireikan usually refers to the commanding officer of a naval installation or a destroyer flotilla, which is why destroyers have a tendency to call you Commander/Shireikan while heavier ships almost exclusively call you Admiral/Teitoku instead.

Funny that, I'm currently in the process of making a Fubuki voicepack mod for XCOM 2. Need to iron out some bugs though, and need to find more lines.

I've thrown the Neptune voice pack on a new Ranger (Japanese voice), and now I can't help but put her in missions just to hear her acknowledge orders.

I wonder what Fubuki would be - a grenadier?

Akebono, famously, uses "Teitoku" despite being a destroyer. Other destroyers who use "Teitoku" include Oboro, Ushio, Hatsushimo, Maikaze, Shiratsuyu, Shigure, Yudachi, Yugumo, Naganami, and Akigumo.

All the Sendai sisters, who are light cruisers, use "Teitoku".

Every light carrier uses "Teitoku", except for Ryujo, who uses "Shireikan". It could be argued that light carriers are actually not light ships, except for Ryujo, who is an Asashio (or Mutsuki) class destroyer.

Among heavy cruisers, Chokai refers to you as "Shireikan", although the other Takao sisters use "Teitoku". Haguro and Nachi use "Shireikan", but Myoko and Ashigara use "Teitoku".

It's probably just a simple swimsuit but even those can be dangerous depending on the wearer.

Most of those DD girls listed here were attached to a larger fleet, therefore having some form of contact with the Admiral. In Oboro and Akigumo's case, they were attached to CarDiv5 (therefore, technically under command of an Admiral) whereas Akebono's case is she just hates Armchair Admirals (who the Player is supposedly one) because they're the cause of all her old miseries.

Every light carrier uses "Teitoku", except for Ryujo, who uses "Shireikan". It could be argued that light carriers are actually not light ships, except for Ryujo, who is an Asashio (or Mutsuki) class destroyer.

Yeah, I don't quite understand this as well. RJ here was the Flagship of CarDiv1 back in 1934 under Rear Admiral Hideho Wada, then again later as Flagship of CarDiv1 under Rear Admiral Saburo Sato during the outbreak of the Second Sino-Japanese War. I would've think she should at least be familiar with the chain of command.

Among heavy cruisers, Chokai refers to you as "Shireikan", although the other Takao sisters use "Teitoku". Haguro and Nachi use "Shireikan", but Myoko and Ashigara use "Teitoku".

Not sure about these girls. I'll probably need to dig around some more.

Kirishima also calls you "Shireikan". Kongou and Haruna both use "Teitoku". Hiei uses both Teitoku and Shireikan, with little rhyme or reason for the switches.

Is teitoku a higher position than shireikan as everyone seems to be implying? I've never heard of it that way. I thought teitoku was a broader title, which could refer to anyone of flag rank, while shirei kan was more specifically a flag officer with an operational command (as opposed to an administrative one). the commander-in-chief was called the shirei chokan after all

"chou" makes all the difference, in the same sense that "-in-chief" makes all the difference for the English equivalent.

Also, generally, a generic shireichoukan just indicates the overall commanding officer (CO) of a fleet or a large-sized naval installation, and not a true Commander-in-Chief (that would be the "rengou kantai shireichoukan"). A better translation is "Senior Commanding Officer".

Small naval installations can be headed by someone as low as a Lt.Commander (Kaigun Shousa), a non-flag rank, who would be considered the shireikan (again, the CO). This also happens to be the lowest player rank in the Kancolle game itself (technically Shousa in-game is divided into three ranks, but the other two are not official IJN ranks, 'though they sort of existed de facto as intermediary ranks).

TL;DR: Shireikan is the broader, generic title, and includes non-flag officers. The equivalent term in English is Commander, or more precisely, Commanding Officer (CO). All Teitoku are, by definition, flag officers (breveted or otherwise).
