It's clearly Pola in my opinion. Don't even need a translation to be sure. Otherwise why Zara would run with another uniform in her hands ?

Her unimplemented younger sister. ALOT of her voice lines are about her trying to find her, almost as if she was there just a moment ago and wandered off somewhere nearby. Pola is apperently a drunk too

Edit: Having her but no Pola makes her sound a bit deranged. Almost like having Ooi without Kitakami or Chiyoda without Chitose and listening her constantly talk to her nonexistent sister.

Don't worry, if wiki info is accurate the same seiyuu who recorded Zara's voices also recorded Pola's already. We will see her if not this Spring, maybe in Summer.
