Personally I think Atago is getting the biggest workout despite Shimakaze moving faster on account of the extra "weight" Atago has to carry.
Jump ropes always kick my ass regardless. I don't know how those girls are able to do it so quickly without screwing up. I get a really big workout with all my failed attempts only to end with me throwing the ropes in disgust.
