The middle one, Binay, had a LOT to answer for like overpriced parking lots and keeps evading corruption charges and the one in the topmost, Roxas, well... the Haiyan/Yolanda relief efforts didn't do much even as a LOT of nations descended down to help as it never effectively gave the displaced people a permanent settlement but a shoddy row of shacks they lied "okay" and... the funds to help the people that got whacked by the storm suddenly 'disappeared' for no reason, and he's the interior government secretary then.

The bottom one, Duterte, well... its still questionable if he did have blood on his hands so red it wasn't funny for the Human Rights Commission as he sought to stabilize the city he governed (Davao city is one of the safest in the world or so that was still running till today as it was reported to be thug central before) but despite his demeanor and really offensive mouth, its still impressive how he made his city as one of the prosperous of Mindanao.

Funny thing is, this was posted long before the elections took place. Looks like the saiyans and saitama did the job well to the point mar raised the white flag soon after.
