u dont need to be a genius to understand the images. use quick mask tool (q) and with some pressure on your brush make the patterns, then fill the selection with the desired color and repeat for all the texture the skirt has.
it might be done in many different possible ways but that is the easiest way I find of doing it

Here we emphasize the realism a little by adding a black border using the boundary line in the layer effects (center). Basically, if you fill in the space between the base lines more closely, it looks more detailed.We add the shadows, and it's done.With this, we have completed the vertical base lines.
